Restructuring of APCS

In a bid to strengthen governance, the Government of Arunachal Pradesh approved a major restructuring of the Arunachal Pradesh Civil Service (APCS) on May 13. The Cabinet meeting, chaired by Chief Minister Pema Khandu, aimed at enhancing administrative efficiency and providing clearer career progression for officers

Key Changes:

  • Secretary-level posts increased from 3 to 8

  • Additional Secretary (SAG) posts raised from 8 to 13

  • Executive Assistant Commissioner (EAC) renamed Assistant Commissioner

  • Department of Personnel to review cadre issues within two months

These changes are part of the government’s ongoing efforts to professionalize and expand opportunities within the APCS.


This decision builds on previous efforts, including the creation of 11 Administrative Grade, 3 Senior AG, and 4 Selection Grade posts in 2023. Additionally, 17 districts are now headed by APCS officers, and three DC posts have been encadred into the APCS for the first time.


The renaming of the EAC post, long advocated by the APCS Officers Association, was another key victory in the latest reforms. The reforms are the result of the High-Level

Committee report chaired by Mr. Tape Bagra (Retd. IAS), along with other senior retired officers, which helped overcome years of bureaucratic delays. Similar

efforts by earlier committees, including those led by Mr. Gonesh Koyu and Mr. P .S. Lokhande, also contributed to the current changes.

Looking Forward

With further reforms in the pipeline, the Department of Personnel has been tasked to submit additional recommendations within two months. Officers across the APCS have expressed optimism about these foundational changes, which promise to enhance the efficiency of the state’s civil service.
